First thing is - not a consumer rights issue as its a B2B order.

Was there a delivery date specified in the order or just an estimate? Is there anything in there about late delivery or failure to deliver?

Sorry have to disagree on the first part my order has nothing to do with the business I work for was a personal purchase, future orders could have been through the business.

Order was to be delivered within the period of 17 working days,
then within 3-7 days of their first reply
and then a within 5 working days after their second reply

It's not a consumer purchase as you bought it for use in connection with your business. You stated yourself you wanted to see if it was something you would rollout to everyone in the business.

It doesn't matter which card you used, what name was on the order or where it got delivered to - technically it's still not a consumer purchase and therefore consumer rights do not apply.

If your order definitely stated delivery within 17 working days (and not just estimated) then they've breached the contract and you should be able to cancel without penalty.

    Thanks @the_lunatic_is_in_my_head

So long as OP has something stating delivery is within the last 120 days, then chargeback would be the way to go. The fact it is personalised would not drop into the issue, as that is not covered in card regulation for non receipt.

OP get onto bank straight away.
Be aware they do have 45 days to contest the chargeback, but that would only be on the basis they have delivered the goods.
