BT Social Tariff Higher Speed Not Available

Our daughter has contacted BT and tried to sign up for the higher speed social tariff internet. BT advise its not possible and she must take out the lower speed option first and then they can upgrade some time later or she can pay the full £ 32 price and get it immediately.
Has anyone else experienced this problem and if so how did you solve the problem. BT not so social maybe. Tried BT website - the complaints process takes you to the broadband page and then refers you to make a complaint process nd around the loop we go.

There are two versions, the 40Mb essential broadband, and the home essentials unlimited fibre plan which is is the 80Mb product , £15 /month , 40Mb and £20/month 80Mb.
if your daughter happens to be in a FTTP area , then even if 900Mb is available on commercial terms , it’s not an social tariff option and 80Mb is the fastest social tariff , if they qualify there is no reason to use the lower option first .0
