Utility provider phones me twice a day for FORMER tenant.

Fed up of answering phone twice a day to the provider who says "are you Mr (nsert name)" I say "no, can you stop bothering me you have the wrong number" and get "ok then" and the person hangs up. then once or twice more in the day I get another call.

It's really the provider and I even get texts, basically when I moved here there was some sort of screw up, they put my number on the former tenant (deceased) account on top of taking my payment details but not billing me for my usage then sending me letters saying I haven't paid my bill.

How do I proceed?

    Do that formally in writing - don't phone - as per the company's complaint system
    Never pay on an estimated bill. Always read and understand your bill

    As said by slinky, the executor of the former tenants estate who is responsible for clearing all the deceased tenants outstanding debts- this includes utility bills. If the OP doesn't have a contact the landlord will have some forwarding address as someone will have come and cleared out the deceased persons belongings.

    are they calling you on your mobile? if so simply block them

    Id suggest this is not a good way to proceed. If the OP ignores the problem and  doesn't correct the wrong contact details, they risk having bad debt against their credit rating and bayliffs knocking at the door...which will give them a far bigger problem to resolve than the simple act of finding out and passing on some contact details.

    Not if it’s the former tenant they are phoning about and they ask if dekaspace is that former tenant.

    Given they aren't billing you - sort that as a priority - you don't want your debt accumulating. 
    So contact and re-confirm your details - and this time confirm in writing (by email fastest) to customer services - if your not confident it's been sorted - possibly as a complaint.
    They could potentially be chasing your debt under the wrong details with these calls - not just the previous tenants. 
    And again confirm the fact that they are still chasing old tennant - and that as far as you are aware - they are deceased - its not up to you to provide the evidence or sort out their estate/debts - via your contact details.
    If you feel you have done that sufficiently frequently - escalate it again - by email for records - as a formal complaint. 
    Some have seperate emails - with others -just put Complaint as start in the subject line.
    And give them your landlords or leasing agents details - re the deceased former tenant. But neither you or they are responsible for that tenants debt - the estate / executors are responsible. 

    But you need to ensure you are now registered bill payer - and paying for energy used - but only since your day 1 / handover readings - assuming you have them.
