    OP can send a letter before action but we've explained why it is best to wait till the amount owed is finalised before starting a court claim

    (no offence..) sadly such risks can and should be forseen and planned/budgeted for by landlords  and their advisers.  Bin there, "enjoyed" them ... plus non-paying tenants boasting to their chums about how much they were making subletting two bedrooms....

    How is it fraud? And even if it is, how would it being prosecuted as a crime assist the landlord?

    subletting a bedroom is not a criminal offence as no laws have been broken

    subletting a bedroom is not a criminal offence as no laws have been broken
    Depending on the number of occupiers, it could be a breach of HMO regulations (and possibly planning). But would it be the head tenant in the firing line or the landlord ?

    Taking court action over a debt is about trying to recover that debt not as some personal power trip.

    Even if the OP doesn’t get their money back. 
    All it does is add to the sum total of human misery. Maybe they lost their job and don't have the money. It's unlikely that they just decided to stop paying and get evicted for no reason.

    This is the risk you accept when you become a landlord. No point crying over it now, and it's unlikely that the OP will get any money back. The tenant isn't going to give them their new address to send the claim to.
