Parking Charge Notice issued 28 days later. No windscreen ticket and no 10 minute grace period

Apologies if this in a sticky thread somewhere but yesterday I received a parking Charge Notice from Tower Road in Newquay via Smart Parking Ltd.
The contravention was 30/05/2023 and the date issued was 27/06/2023 - received by me on 05/07/2023
The cameras captured the car entering the car park at 20:11:11 and leaving at 21:25:46
I purchased parking through Ringo from 20:15 to 21:15.  We returned to the car and gave our dog a quick drink of water before driving out. 
I have 2 questions - should I have been given 10 minutes grace to LEAVE the carpark and as no ticket was placed on my windscreen should I have received the PCN within 14 days.  I don't want to start an appeal if there is no chance of winning it as £60 is hard enough to find as a penalty let alone £100.  If I have a chance of winning please cod someone kindly direct me to the correct letter template.

    LOL!  There is zero danger of paying them.

    You cannot lose against Smart Parking, unless you muck it up by saying who was driving - which you won't.

    That’s great thank you.  I have the wording  saved and ready to send.  Is this still the case when they have photos of the car entering and leaving the car park?

    So what?
    The second post on this thread tells you where to go for information.
    The second post on the linked thread tells you the appeal wording you cannot lose if you follow the advice to the letter.
    Not so Smart don't comply with the Protection of Freedom Act, so providing you don't identify the driver, liability cannot pass to the only person they can trace, the keeper.

    ANPR can only be used for what it says on the tin... Automatic Number Plate Recognition. This is not a criminal investigation where they can try and identify the driver forensically.
