LlyodsBank Opening a Cash ISA at a Branch ?

Hi,
A neighbour who will not do online banking was looking to open a Fixed Rate Cash ISA at their local Lloyds bank ( not an exsiting account holder) - simple enough you would think.
However they were told the "interview" would take about 1 hour as that includes them watching a 30 min film about ISAs !?
Is this right ?
Sounds rather unbelievable as you can open one online in a couple of minutes.
