Does transferring Help to Buy ISA to Cash ISA count towards £20,000 ISA allowance?

I currently have a HSBC Help to Buy ISA (£12,000 @3%). Presumably I won't receive any government top-up bonus when purchasing first property as I'm over 40 years old. Can I transfer all of the money to a Cash ISA without it counting towards my £20,000 ISA allowance?

    You can get the government bonus for a HTB ISA regardless of age, but you must claim it by November 2030. If you nevertheless wanted to transfer it to a normal cash ISA, then it would have no impact on your annual allowance (anything you paid in this tax year would obviously reduce your allowance from £20k).
