PCS parking notice - didn’t receive first letter

Hi,

I’ve received a Paeking Charge Notification Letter stating it has been 28 days since they last wrote to me and the charge hasn’t been paid despite “numerous” attempts to gain payment. 

All a load of tosh. 

In the back it states I have missed the opportunity to appeal and can only appeal in exceptional circumstances if rejected need to appeal to POPLA(?). 

Question is can I just start the appeal process as per newbie thread and state the first/multiple attempts have never been received and this is the first I’m hearing of this? Searched the forum to see if this had happened to anybody else and couldn’t find anything. 

Any help is appreciated. There isn’t an online appeal process so would need to be done by letter unless anybody is advice around that.

    Why do you think you didn't receive the first letter PCN/NTK?  The ususal reason is that your address on the V5C is not up-to-date.  Don't assume, find it and check and, if it is incorrect, it is simple to correct with DVLA on-line.

    They would/could have traced you because PCS is a debt collector.  This is often the reason for the first letter being a debt collector letter.

    Your driving licence isn't the record the DVLA give out.  It's whatever address is on the car logbook.  But if that is all correct:

    Which PPC is it?  PCS are not the PPC.

    Does the letter read that the first PCN was affixed to the windscreen?  Or what is the allegation - overstay? No permit? 

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    The letter is from PCS ltd, nothing is mentioned about a note being affixed to the windscreen, the reason for issue is without a valid permit or authority. They don’t allude to anything other than they apparently sent me a letter over 28 days ago which I’ve never seen nor have they made multiple attempts to contact me as this is the first I’ve seen of it. 

    This is literally all I have. Now of course, I just want to appeal and get them off my back. Have been working hard to get my credit in order over the last few years and fear this could affect that? But certainly don’t want to hand over £100 either!

    there is no PPC mentioned on the letter other than the area is was in

    @Argie_wizard, you have sort of given a vague answer, but now will you please confirm that the vehicle's Registration Document(V5c) has the correct up to date keeper's address on it?

    Please, no guessing. Find that document, read it and report back.

    Apologies if the answer was vague. Everything is correct and as it should be on V5C. I will post a photo of the letter 👍 I do appreciate the help, so again - apologies if I’m. It putting this across correctly.
