Council tax discount if you host a non-resident overseas visitor for 2 months?

Hi,
starting from July I will  probably have a guest/visitor for 2 months. He definitely lives (and is resident for all intent and purposes) in the EU.
At the moment I'm living alone and I'm enjoying the 25% discount.
Do I have to cancel my discount and/or inform the Council?
As usual the information isn't exactly crystal clear, no mention whatsoever of visitors.

    Your having a visitor come stay with you for a few weeks on holiday.
    Will you be ringing your mortgage lender or Insurance company ?
    Maybe you could contact the Gas, Electric or Water companies to see if it's OK with them !
    If they stay for 3/6 months  I am sure you will need to report this.

    Guest/ Visitor? Basically depends if this person can be considered as in occupation as their main residence.

    Will they be paying rent? Guests don't but tenants or lodgers do.

    They do not have to start paying council tax as long as they are a guest

    Once they have moved in then they will have to start paying

    My mother in law comes from abroad and stays with us several months at a time. She is not a UK resident, she does not work in the UK or earn any money whilst here and is therefore a guest regardless of how many days she stays. There’s absolutely no way I would tell the council, the energy company or my mortgage provider as it’s none of their business who my guests are.
