Le_Kirk said:That seems to be more about provision of parking spaces rather than preventing motorists from parking.Exactly my point, I don't think they have any say over parking, our town council have no influence over parking it is all controlled by East Devon District Council.However, if that is parish council property I think they would have to apply to issue a byelaw (much like on railway land) but that would be subject to approval by the relevant secretary of state department, and of course they cannot bring in a PPC:

Hi again, I'm so sorry, I didn't realise there were more comments made - thank you for the extra information. I have had an update from the Parish Councillor - they have rejected my suggestion to simply take down the sign and have decided there will be a new sign erected saying parking for residents only. Still won't be policed etc and no permits will be issued to residents.
In the meantime, back in the real world... My car is still mostly the only car parked on the village green, not blocking anyone at all, with the yummy mummies and daddies completely ignoring the sign at school drop off and pick up time.
I have occasionally seen another car parked out of school hours ignoring the sign and it's turned out to be visitors to the neighbours who don't want anyone parking there. Not exactly a surprise! Other cars parked out there have been the other family's cars who also complained about the school run parking...
My car will continue to be parked where it always has been.
Thanks again, guys, you gave me lots of confidence to tackle this. I could keep going and challenge the new sign when put up, but life is too short. It's enough for me that I get to smirk every time I see that the sign is being ignored. Long live the revolution!

Hi LavenderBees, Re the parking signs at the village green, we have just seen them this week for the first time, we have parked there on and off for five years as we live just outside the village and we park there when we travel by bus to morpeth or newcastle, like you, we never obstruct any residents or park badly, do you still park there and can you tell me if we are allowed to park without getting fined? It seems unfair as there is not really anywhere else to park.0
