    Ok so I had all the settings correct but forgot to check the box that says '

    Apply above settings to active and future listings'

    Maybe that's how they got through? I've now applied it to all active and future listings.
    You can’t block buyers with a low feedback score, you used to be able to block buyers with less than 5 feedback if they didn’t have a card registered with ebay, but I’m not sure that’s still possible as I haven’t checked my settings for a while.

    Oh it's still there  I saw it in the settings. It says block users with a feedback less than 5. I'm just not sure if it actually does ?

    I’m not sure what’s being achieved by that, surely if they pay then all is well?

    Then end the listing. 

    I've done this several times in the past - there is no consequence.

    And as a buyer…. With a lot more than 5 on feedback score, it’s seriously annoying to bid on something and then have a buyer cancel with no notice - whenever I log into eBay it never gives the reason at all.

    You were lucky not have been charged !

    It says you 'may' be charged a FVF - I always thought that this would be if you've had communication with the buyer before you cancel the auction, hence eBay thinking you're selling outside of eBay, for which they charge the FVF. The times I've cancelled, which is rare TBH, its always been because I've sold the item via Gumtree or somewhere, hence haven't had any comms with the eBay buyer beforehand - don't quote me as I'm just assuming here, but maybe it has something to do with it?......

    You should be able to just cancel the offending bid without ending the auction certainly. I don't know if you can then switch an auction to a BIN but at the very least you won't have to deal with an annoying Non Payer. 

    If you want to be sneaky you could cancel the bid and then just put up a new BIN listing for the item - and change the price on the first listing to something silly to prevent new bids?

    I have a horrible feeling I'm going to have to let this one slide then just go through the buyer not paid performance and then relist as buy it now. I've pretty much changed everything else so it's just this one remaining. I've had a flurry of sales over the weekend on buy it now so it does seem to be stopping time wasters.
