    Thanks, I was hoping to see the entrance totem sign that usually has the managing agents details, but it seems GoogleStreetView visited a little too early...


    It might be worth visiting again if you are local, as often those entrance totems have the managing agent's contact details on them.

    Thank you, yes I am local and will visit to see if any information there, however their is contact form on Luton Retail Park website.

    Thank you and I will do so, however I am very disappointed with POPLA, are they even unbiased? 

    Also what are my options if they dont listen to me or dont bother responding, do I have to pay this £100 which might even increase if I ignore.
    I believe POPLA and IAS don't consider mitigating circumstances, that's something for the parking operator (in theory, in real life as we all know normally all is dismissed/ignored) and the landowner/managing agent. The "independent" appeal service POPLA or IAS intervenes for breaches of the Protection of Freedoms Act 2012 and the Parking Code of Practice signed up by the operator, probably they ignore the Private Parking Code of Practice as this guidance is temporarily withdrawn pending review of the levels of private parking charges and additional fees.

    POPLA - and its even worse rival, the IAS - are to be replaced within months by the Government, with a properly independent appeals service.

    POPLA do not consider mitigation or any other Acts or case law except for the PoFA and Beavis, which they are seen to twist to suit the side of their fee-paying operators (who pay for POPLA).

    POPLA are considered to be far from independent.  I'm surprised you didn't find that out from online reviews and forums before appealing.  Don't be surprised, of course (truth be told) you were always likely to lose.  They can't consider normal common sense mitigation.

    In the pockets of the parking industry is effectively what MPs said, in the build up to the new (very soon to be resurrected and pushed through!) Statutory regime.

    Unfortunately I didnt check any forum or anything before appeal as I was so confident that I made decent amount of purchase so this should go through easily.
    Given my financial circumstances what are my option please if I dont get it cancelled by management, I dont want CCJ but sametime I am struggling financialy as mentioned initialy.

    You need to read other CP Plus or UKPC / DCBLegal threads if you haven't yet sussed what ALWAYS happens to their single PCN Court claims in the end!

    No-one here gets a CCJ.

    No-one pays them.

    You just defend the court claim (it's not a CCJ).  Exactly like the advice just given to this person and thousands of MSEers before them:

    I wouldn't mention POPLA as the management company will see that an 'independent' body has supported the parking company. Just complain about the charge issued by the PPC.

    I have visited the retail park, but unfortunately, no detail of the management company was visible, I have sent a message via their website but I am not sure if I will receive anything.
    What will be my next step if I don't receive any response?
