Popla appeal refused for CP Plus parking

Hi,
I was issued a parking ticket at retail park during next sale ( Xmass ) for staying more then 3 hours, I appealed against it on the basis that we spent more then £500 during our visit ( me and friends ) and reason for staying longer was long ques outside and inside, however they initially refused my appeal and offered that if I pay £20 to cover the admin fee rather then £65, which I refused ( couple of years ago overstayed in Lidl and parking company cancelled ticket when showed £50 shopping receipt so thought they should do same )
Then I appealed to POPLA and unfortunately lost my appeal, now it is £100 parking company asking me to pay.
I am really struggling with finance and already defaulted on various accounts, I am offering very lower payments to credit card companies, so I cannot pay £100 in one go.
What are my options? I don't want to pay them more then £1 a month if I am paying £5 for credit card debt of over £5k.
I already have so much stress in my life and don't want another one, I also don't think the parking company will accept the £20 now as they know I have no where to go.

You aren't paying anything. There's no debt.Losing at POPLA is nothing and never a reason to try to pay a parking charge.
What happened when you tried PLAN A? See the NEWBIES thread. This'll be cancelled for you next week.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I went to Next spoke to manager, first one was useless, then I went again and saw another message same story it is not us we cant do anything, then went again saw third manager same story but she said she will send parking company email and she did infront of me from mobile, I explained this to POPLA as well but no help. is POPLA even independent?

Is it a retail complex with more than one shop? I'd send a complaint about the private parking company and a request for cancellation of this payment demand. The managing agents/landlord are in contractual relation with the parking company and can formally request a parking ticket cancellation, probably they'll have more influence than Next and other tenants there. Based on the agreements they have with private parking companies, most of the time agents and/or landlords are allowed to put a good word and cancel tickets ("genuine shopper clause") considering the value of a loyal and honest customer like you.
This private parking company is clearly having a detrimental effect on the business and reputation, as customers feel are unfairly "fined" whilst spending money at well known businesses like Next. I'd try this way to get a cancellation, part of a "PLAN A".1 -

Thank you and I will do so, however I am very disappointed with POPLA, are they even unbiased?
Also what are my options if they dont listen to me or dont bother responding, do I have to pay this £100 which might even increase if I ignore.0
