Our car broke down in a retail park (may 12th this year). RAC were called & arrived within 2hours. RAC Man said our starter motor was jammed therefore rendering car useless immovable.
A mobile mechanic had to come to our home in order to replace starter motor at cost of £256.00
About 2weeks ago we received PCN. I immediately appealed sending proof of breakdown from RAC.
We received letter saying Appeal rejected and their reason was this "if one had telephoned PCM this would have been dealt with".
How condescending.
Appealed again via Independent appeals service ..again sent proof and again we get our appeal rejected.
Our local MP has written to head person at PCM as he states that we had mitigating circumstances and we had proof .
Absolutely disgusting these private parking companies operate.
Parasitic leeches.

Did you complain to the landowner as well? Well done on getting your MP involved.
Where did this happen? It may have cropped up here before.
Retail sites are normally run by managing agents, details of which are often found on the bottom of the tall welcome signs.
If the PPC does try court, look up Jopson v Homeguard, case Numnber B9GF0A9E where the judge stated that attending to a vicissitude of short duration such as changing a tyre is not parking.

You need to get the retail park to cancel this.
Which retail park?
What you should've done at the time - and remember this for next time - was to tell the retail park that you couldn't move your car and could they please ensure that no parking charge was issued.
I've had a similar thing happen to me in a Tesco car park.I did my shopping in Tesco and upon returning to my car it wouldn't start.I knew it would be several hours before I could get help so sought guidance at the customer services desk.The lady there typed my vehicle's registration number into the terminal on her desk and announced "You now have permission to park for twenty four hours. Please speak to me again if that's not long enough".4 -

Parking Control Management UK Ltd, IPC and IAS... What could possibly go wrong? I won't be surprised to hear about your MP being bounced too and redirected to IPC (for another bounce, of course). If the landowner/managing agent doesn't make truth and decency prevail, most probably will be the Court to do so. If there's still time for that, I would make anyway an appeal via full IAS procedure, knowing that it is a farce. Just to highlight later in a defence how the whole chain is compromised.2

IAS appeal rejected but knew it prob would be. Trust pilot reviews mostly negative speaks volumes. Wrote to PCM CEO myself. If court action occurs so be it. We had genuine mitigating circumstance. These companies are blood suckers .1 -
