United Ultities - I'm on UC, needed help - there is no 'Social Tarrif'

Been up-to-date with bills, no having problems. Rang United Utilities. They said because I'm up to date with payments they can't help. They can reduce my payments but it gets carried over. There is no social tarriff. So all they are doing is giving me a loan every month when the remainded of what I owe is carried over and will be over my debt head until I pay. Not looking for freebie, but Martin gave me impression that people UC could contact water company and get on a better deal.

Are you sure? All water companies are supposed to offer a social tariff.
