Unless there isn't an option such as "Other" then use any that does not reveal the driver's identity. The second from bottom option would suffice in my opinion.

Very simple. Just send the template blue writing appeal and don't tell them who was driving.DO NOT type anything that implies it either, so do not add "I always type my VRM in"!
Change the template appeal paragraph about a 'pay & display' machine to instead demand proof of redacted VRM logs because if they are alleging a keying error they must prove it wasn't minor.
