No other ISPs available in new build?

Hi all, 

First time posting here, but long time reader of the forums.

I'll keep this as short as I can. 

I moved into a new build last December (2022) that was completed in September of 2022. At first I was told by the estate agent who I asked to email specifically about this if other providers would be available for internet, I was told yes as the current provider is Kloud9. They provide a 1Gig up/down connection for about 45/mo on month-month rolling.

Fast forward to today and the building has been banded and registered for at least 3 months if not more. Now here is what is interesting...

There are no other ISPs available to my address?! 
EE: No
Sky: No
Virgin: No
TalkTalk: No
BT: No
Openreach: Ultrafast not available in your area???

So who the hell is providing the connection and why do I not have any other choices?? Is this legal?? Whats incredibly odd is that after doing some digging TalkTalk actually provide the line but their own line checker errors when looking up the postcode (same with everyone else).

I had to call EE and had them run deeper checks and they had said "Oh strange, its showing as a platinum(?) line but its not 'connected for us yet" - this was back in January.

Incredibly frustrating, and just bizarre. Postcode checker shows my address fine for royal mail and whatnot. 

Any advice or ideas about what is happening here?

    At a guess Kloud9 fibre up the development and not Openreach. 
    This means that it is not open to other ISPs to use unless Kloud9 make it available to them.

    It is legal. Only Openreach have to make their lines available to others

    Looks like your developer has done a deal with Kloud9

    TalkTalk do not provide any lines at all, they rent from other fibre companies such as CityFibre and Openreach.

    I'd be biting their arm off to get 1 Gbps symmetric for £45 a month though tbf.

    Why ?? Such a fast connection is only of use if you run a major online business (or have a houseful of gamers !!) For the vast majority of the populace 80/20 is plenty and you can get that for barely half the price.

    If the roads haven't been adopted yet, Openreach can't put in poles so all the bargain bucket ISPs won't be available.  Have the roads been adopted?

    Just because it is not of benefit to you, does not stop symmetric 1 Gbps for £45 being a very good deal.
    KCloud are abusing their position a bit, by not offering slower packages for less.

    As others have said, if latency and speed are not a concern, just use an unlimited 4G connection for half the price.

    Who is the builder/developer  ?, Persimmon and others do ‘lock out’ Openreach and other network providers during construction ( at this time it’s private property so they can do what they want ) and build their own FTTP infrastructure , or do a sweetheart deal with a provider that doesn’t necessarily offer wholesale access , so home purchasers have to use the network provided if they want a ‘landline’ type broadband, occasionally the network does have the appearance of ‘choice’ , but the ISP on offer are not the mass market providers that you would recognise, and often those ISP on offer are linked to the network provider, so it’s not really a choice at all.
    As stated , when the roads and footpaths are adopted by the local authority, other network providers then have the ‘rights’ ( code powers ) to excavate etc to install their own infrastructure, but it’s not likely they will ever bother , apparently politicians have raised this issue but nothing has been done to require any sort of open access to be made available , if it’s an apartment complex it’s likely the building owner ( not the individual apartment owners ) will never consent to another provider having access

    Perhaps some sort of exclusivity agreement? I know when City Fibre was installed here Vodafone had such an agreement such that they were the only ISP available for the first year.
