Are Premium Bonds taken into account when local authorities carry out a means test to determine how much you pay towards Care Home costs or do they come under the Investment Bonds category.

No, investment bonds are a type of life insurance policy with your capital at risk and a penalty to cash in early, as explained in the linked article. Premium bonds are considered part of your savings, do not put your capital at risk, and can be accessed at any time.

Premium bonds and all other assets including properties are taken into consideration. But remember if the person is married the house is not taken into consideration and only half of the savings are
