@Coupon-mad, was or could there be any discussion amongst the group you are a member of to raise the question of why these highly profitable unregulated private parking companies are allowed to operate a time-sensitive mailing operation with no requirement for them to provide even simple proof of posting of speculative invoices which are considered by the general public at large to be "fines" or "penalties"?
If they use a bulk mail service to send their NtKs which does not postmark the envelopes then they should be forced to use a proof of posting service.

I can't discuss the work I'm involved in but I personally believe that:

- these shenanigans with possibly not posting the PCN at all, will get worse when the discounted sum is £25.  It will be rife among the rogues, IMHO.

- using a mail consolidator MUST surely mean that a PPC or DRA can  give Auditors, Assessors, MPs or complainants access to view a third party bulk daily report of when mail was put into the Royal Mail service.  I reckon this must already be possible now.

Thanks for that info. I will report back if/when I get an update from RM to see what the actual statistics are for "lost" mail. It's a pity the search function here is so abysmal and it would be interesting if the number of registered users who have mentioned never having the initial NtK arrive in the post could be counted. It already "feels" out of all proportion when compared to most people's experience of using RM where it is usually very rare for a letter to actually go "missing".
