You are using/quoting the wrong BPA CoP  -  you should be using version 8 dated January 2020

    Example of what?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Add grace periods back in and state that the driver left as soon as possible having not accepted any parking terms. Being disabled - and with no signs at all visible from the driver's seat (contrary to the BPA CoP requirement for accessibility) it took the driver longer to track down a sign, read it (the sign was very high and inaccessible) and decide to get back in the car and leave, than it would have taken an able-bodied person.

Ok! Getting there but change the weird red text back to black.

And remove the entire end points 4 onwards EXCEPT POINT 8 which is the only one of those final ones that POPLA will consider (no sign saying what the ANPR images will be used for). Keep that in and make it point 4.

That will mean you have four possibly winning points.

Then embed a photo image of the Blue Badge but with the first name and photo redacted.  Refer to it in your point that you copied from my wording.

Finally, were you only there t0 or 11 minutes or so?  You can add a point that the entrance sign on the left makes an offer to park for one hour and makes no mention of any caveat.
