PCN - SECURE PARKING SOLOUTIONS

Hi All,

In the past i have been able to successfully appeal on 2 occasions as the owner of a vehicle and have now received another one out of the blue. 
Situation here is that the driver drove in to a road and was there for under 11 minutes. No signs were seen while driving in to this road or out of it. The reason for the charge is "VEHICLE VRM NOT REGISTERED INTO THE TERMINAL AT RECEPTION ON ARRIVAL". The area in concern is a road and not a car park. The images on the PCN show car being driven in to this road and then out and nothing else. They want £60 if paid within 14 days otherwise £100. Today is the 8th day.  At the time an occupant of the vehicle was disabled and has a blue badge. 

I have drafted up the below as the first appeal directly to SPS. Would be grateful if someone can provide feedback before i submit. 

Re PCN number: 000000
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
I will also be writing to the local MP making them aware of your predatory conduct. The area in concern is a road and not a car park, there is nothing stating it is a car park. A disabled occupant was present in the car. The occupant has a blue badge which allows the car to be stopped on double yellow for dropping off/parking.

    Remove the bit about the PDT machine of course, in a case where you know it wasn't that sort of site.

    Was the car stopped to drop off a passenger or what?

    Does it mean the vehicle was parked while the driver visited adjoining premises?

    Where exactly did this alleged parking event take place?

    No prominent signs?  Is this a BPA firm? If so then some photos of lack of signs will help you win at POPLA.

    As expected the appeal has been declined. I will now appeal to POPLA and will come back with a draft for you guys to read before submitting. I have 28 days to appeal to POPLA. 
    Please do let me know if there is something i can follow to draft up my appeal to popla in this case.
