    It is not a fine, so please do not use that word. It is a speculative invoice from an unregulated private parking company.

    Plan A is always a complaint to the landowner and the keeper's MP, and it is never too late to do so.

    You have to complain to the PPC and/or their agents before you can complain to the ICO about them.

    The company only offers self ticketing. The Google Streetview images from March 2022 shows there was no entrance sign at all. If you are a regular at the Biergarten you should take photos of the site and signage, including the entrance.

    I haven't complained to the landowner etc. Would I have to do that first before I go to the ICO? I'm still continuing the plan to ignore them completely.

    You cannot complain to the ICO until you have complained to the "service provider", whether that be the landowner, the PPC, or one of their agents.

    Landowner cancellations are always the best way to put a stop to this.

    Other than that you are in ignore mode.

    The fines were from around 3 months ago so is that too long of a window to complain to the landowner?

    Did you not yet see from your reading of SUCCESSFUL COMPLAINTS ABOUT PPCs (the very first hyperlink in the NEWBIES thread) that people get these cancelled by landowner complaints several years later?

    Hundreds of accounts and example complaints there.

    Hello people. Thanks for your help so far. I have received a letter from DCBL (Direct Collection Bailiffs Ltd) who have 'been instructed to collect the outstanding balance on behalf of their client. The parking charge was issued because the vehicle was parked in contravention of the terms and conditions outlined on the signage as agreed by the driver when the vehicle entered and parked on private land.' 

    'At this point, you are no longer able to appeal the parking charge. Your next opportunity to dispute the charge would be if the matter was taken to Court'. 

    At this point, what is my next move?

    Exactly what it says in the Newbies/FAQ thread... nothing. You can safely ignore all debt collector letters.
