    Formal complaint that the financial assessment was completed on the basis of incorrect information? Plus if you have the mental energy at the moment, an additional complaint about a phone call demanding money shortly after your  mother was bereaved. As you say, a letter with full details rather than a "you owe us x" phone call would be preferable.
