Lebara do, if you have decent vodafone coverage.
It is the only one of my three providers, the others being rwg and lyca, that I can get to tether my laptop to.
Edit: I seem to remember rwg t&c's specifying you are allowed to tether one device at a time, so maybe it should and it is just me doing it wrong.
Further edit: just found out that when I thought i was testing the rwg sim it was actually still set to use the lyca sim. A quick change in settings and hey presto. Tethering works on rwg (but defo not lyca)3 -
I should have said, rwg run on ee like plusnet, so would be a safe bet signalwise.2
