I have recieved letters from Affinity Water about being charged at a higher rate than currently for the water bills without a meter being installed. Has anyone else experienced something similar? Is it possible for them to do it?

Welcome to the forum.
Not sure what you mean by 'charged at a higher rate'.
If you don't have a meter you will normally be charged at the old Rateable Value(RV) of the property.RV is only used now by the water companies as it was abolished for use by the Councils in 1990.
RV charges can be higher or lower than metered charges depending on how much water you would use if on a meter.
Post more information and we will be able to advise.0
