I have two good cards a halifax clarity and chase debit card. Because of the volatility of the lira is it best to take cash or use these cards to withdraw lira in istanbul?

Firstly, don't even think of getting lire here and taking them. It might make sense to take some cash sterling and exchange it there. Prices go up (and the value of the lira goes down) from week to week, so make sure you are never holding too much money in lire.
Most ATMs charge hefty fees but with a little trouble you can always find a fee-free ATM. And you can pay for most things by card. When you use your card check carefully that you are not being charged in pounds.0
