Smart Parking. First appeal failed. POPLA appeal next please help

I’m sorry I’ve been reading at the Newbies but couldn’t find what I want.
The PCN arrived 32 days after the date of contravention.
I have sent them an appeal stating the schedule 4 of POFA 2012 but they did not accept my appeal still. They told me I can appeal a further with POPLA.
Will someone please advise?

What do you need to know that's not already in the POPLA section - third post - of the NEWBIES thread?
If you didn't say who was driving you can't lose at POPLA as long as you follow the advice already here. Already written. Dead easy.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Make sure in your POPLA appeal you aver that Smart Parking does not have a landowner contract to issue PCNs at the car park at which the parking event took place. Forum regular @Grizebeck has said on a number of occasions that with such an appeal point, Smart will withdraw the charge. Of course, you use all the other appeal points which are in ready to copy template format in the NEWBIES FAQ Announcement, third post.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I’ve sent them proofs of purchase as evidences. They stated that I told them I was with the driver in my comment. But that still didn’t tell who’s the driver?0
