Waterplus payment plan

I rent a building for my business and stupidly didn't chase up the water supply when I took on the lease. I now have a bill for £1400, having discussed this with waterplus I was told the property is in band 2 for surface water as I pay a share on the car park so the useage inside the building isn't a big deal but the surface water charge is very high.
I asked for a payment plan and said I would need it on 24months going forward if possible, they refused. I was told it would either be £122 per month or they would start litigation, if the call ended they would start litigation. I explained I couldn't afford this at the moment with the price rises everywhere else and there was just a pause on the line and then "so do you want to set up the direct debit or should we start litigation".
I agreed but now I'm really worried, I recently had to claim working tax credits.
It might not of been the amount they wanted but I felt like I wanted to pay and it was a fair offer.
