Van scrappage scheme problems

Apologies if this is in the wrong forum, I was wondering if anyone who lives outside the new ulez zone has applied for the van scrappage scheme and been successful? 

My business address is just outside the new ulez expansion zone about half a mile from the border but  90% of my work is in the zone so come August i need a ulez compliant vehicle to operate or pay 12.50 a day. I have just tried to apply for the government grant to replace my van with a ulez compliant vehicle but as my business address is just outside the zone it’s rejected at the first hurdle is there any way of applying and proving I work within the zone?

AIUI the scrapage scheme is not the government’s, but the mayor of London’s. So, no, you don’t qualify.

If you are outside the zone, you won't qualify.
The options are to sell the van and buy a replacement, or price the charge into the work, or suffer the loss, or not quote work in the zone.
