Can I claim it back?

Long story short. I paid for parking ticket but still got the fine. Went through first appeal and got the knock back with the threat of a larger fine (usual stuff) Mrs said just pay it and learn to keep your ticket. So paid it. The ticket has now been found but they will not give my money back! They also have said they will not answer any further emails from my email address. There is no information on the internet for my situation (paid fine but now found ticket/proof of payment). Have any of you done the same or am I the only person ever to be in this situation? Or has anyone got any advice?
Cheers Rob

interesting that they say they will no longer reply to emails from your email address. Perhaps you could submit a subject access request to them from that address and when they fail to respond, report them to the ICO.
Unfortunately claiming any money back would be an uphill struggle. The best option would have been not to pay if in the first place but hey ho.
You could try a charge back if paid by card (no idea of the likelihood of success) making the case to your card issuer of being deceived out of your money. Sounds like you paid at the discounted rate?
You could also try and sue them in civil court to recover the money but the evidence of you willingly paying it won't help your case.
More info however is needed for any real advice to be made:
Parking company?
Do you still have the ticket?
Was keying of a registration required in conjunction with the purchase of the ticket?
Where did this happen and when?
What was the actual contravention on the parking charge notice?

And in addition to the above, where was/is this car park?and whos cart park is it?From the Plain Language Commission:

If it's a private parking ticket it is not a "fine" it was a speculative invoice which only a judge can force you to pay.The landowner takes the parking fee and that is who you technically paid for paring, the PPC whose fake "fine" you paid, only get money from issuing these speculative invoices they do not get the parking fees. They are in an unregulated industry full of pitfalls carefully crafted to catch you out.Unfortunately you have fallen for it and getting your money back now will be very difficult, but LSS has asked some pertinent questions above.4

I'm afraid you won't get your money back. Should not have paid scammers. So sorry!Next time, come here first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

One avenue to try could be the landowner, as they are jointly liable for the actions of their agents, although that depends on who it is, where the car park is etc.hence the as yet unanswered questions earlierFrom the Plain Language Commission:

Still waiting for @rmgs4444 to get back, but yes it is possible to try and get the money back, depending upon the answers to the previous questions, which will also dictate the method of attack and more importantly if it is worth the effort. From the Plain Language Commission:

Wow great response! So sorry for no reply but just got back from holiday and grandchildren sitting so a tad tired. I will respond with more details tomorrow when I can find my email trail. But it is true I paid because at the time I had no parking ticket so no proof. I now have the ticket so have the proof. Thanks for the replies much appreciated and I will respond tomorrow with more details.0

Hello Iv found more information...
Happend at The Bogie Inn Cornwall last October. The firm is CPM. It was enter reg on ticket machine. And yes I have the parking ticket. This was there last response on the 5th of May..... Unfortunately as the parking charge has been paid liability has therefore been accepted. Due to this we are unable to offer a refund. Unfortunately as we are unable to discuss a dispute all further correspondence relating to parking charge notice via this email address will not be responded to.
Your advice on my next move will be greatly appreciated.
Cheers

Plan A is always a complaint to the landowner and your MP.
You could leave negative feedback on the pub/brewery website and Tripadvisor if you get nowhere with a complaint.
You could also issue a LOC/LBC to both the PPC and the landowner who employed them, but I would try the complaint first.
