How common is fleecehold?

if you are looking to buy a new build (newly built within the last 20years) in any kind of estate you're stuffed i'd say.
found this article https://www.bbc.co.uk/news/uk-politics-68673216 . hopefully labour are aware of it and can act.
also this one, nice to see it called a scam - https://www.neilobrien.co.uk/p/fleecehold-estates-like-the-post
another thought, does this make undesirable places to live? you buy your house and have this extra bill forever. even after paying off your mortgage you are forking out. does it add to making people want to move out and get somewhere that is truly their own once mortgage is paid off?
if there was no fleecehold would people stay longer and build an established community rather than revolving door estates. people move for lots of reasons of course but...
i hope this stays in the news and on people minds.0
