PE PCN already has details the Blue template is asking for, is template now incorrect? what to do?

Hi All

So got a PE at home bargains on a Sunday (after it was closed. (assumption was HB is closed parking wont apply, daft thing to do, i didn't read signs to see if its all times and hours etc etc, car left there and i went off elsewhere occupant with me in car is disabled with badge.) Even though its was closed etc went over by 12 mins on the 1.30 hour max stay (there's no pay machines at this site, it is pure hours logged by camera on entry and exit. £100 PCN reduced to £60 which is quite steep for a carp parl that holds thousands of spaces and i was probably the only one there.

I thought id copy and past the template however where it says in bold my questions/explanations to what i cant understand: 

Start of Template

There will be no admissions as to who was driving and no assumptions can be drawn.

Since your PCN is a vague template (its doesn't appear to be a template, has pic of my car and details of date/time entry and exit),

I require an explanation of the allegation and your evidence (on the back page top section titled Parking Charge Information: a explanation with date, my car reg of entering and exiting HB car park and exceeding duration, reference- no picture though to signage at entrance and throughout and other t&C and being bound to that etc.)

You must include a close up actual photograph of the sign you contend was at the location on the material date (this isn't on the letter)

as well as your images of the vehicle (image of front and back of the vehicle with reg is provided on the letter).

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it. (doesnt apply? unmanned car park with one camera that does entry and exit with auto PCNs)

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. (doesnt mention any grace period)

So help me out here, is the template out of date as it asks for things which appears to be on the PCN. Last edit on NEWBIE was a long time ago, am i stuffed? any help is appreciated.

I know also step 1 says go to retailer first (Home Bargains) but being a sunday after hours using an empty car park, i wouldn't know how to position that, i am a regular customer and have receipts from many other days though.

Signed: Some person with a ridiculous PCN living in a open breathable area with no real congestion or parking issues, getting stiffed with a £100 PCN,  like money is coming out me you know what and that it doesnt take many many days to make that kind of money, feel like a old indie movie where the bandit has told me to stick them up for travelling in the dessert they somehow have a right over.

    But what about PLAN A?  Never mind that it was a Sunday.  Do that first. I make it clear in the NEWBIES thread NOT to appeal first.

    that, i am a regular customer and have receipts from many other days though.
    That will be a strong point to emphasise to the HB manager, take as much proof as possible with you.  Hopefully he won't consider you superfluous to his need to have regular customers providing positive impact on his profits.

    Will pop into the store today, i know head office customer service just tells you to appeal to PE and apparently they have no say in any matter and no store can get tickets cancelled. Something ive heard in stores before they all say car park is nothing to do with us you need to complain to PE.

    At the store now, manager said they can't cancel need to appeal it to PE. But manager said store was closed so cant do anything about it anyways. Laboured the point in a regular customer showed some receipts etc, store manager said doesn't matter PE is 24/7 I came when it was closed and went over time.

    So now the question is I have to appeal to PE using the template as is even with my points about the details on the letter addressing what the template is arguing? minus the PDT machine section.

    What do I need to add in relation to occupant disability, grace periods etc or reasonable allowances, and the obvious fact it's a sunday and HB was closed and I used an empty carpark after hours. Shame the sign doesn't clearly state in force 24/7 in big letters atleast then I would have not done that.

    Simply because they make no money by accepting appeals.

    well im glad at least i found this forum as in the past many years ago i had situations like it where i paid and likely could have gotten off. ill take it to the end on the off chance i get off somehow, but its not the end of the world.
