Shared water bill but we have meters which are not read

I live in a Housing Association block in London, comprising 30 flats. Each flat has a water meter in the communal corridor which is accessible with an FB2 key.  However, the Property Management company refuses to charge us for our individual usage and instead charges us an average of total usage, each year.  With the current economic situation, I want to be able to be in control of my bills rather than pay for someone who subletting their flat or has several people living there. Do I have any legal right to insist that I pay for the metered water usage of my flat?  Thanks
