There are images of the car. I have blanked out the reg.

I don’t see how sending the template out will work, as this asks for images of the car.

We keeping telling her not to drive into the city - it is easy to get there by bus, but she won’t listen. It costs £4 return on the bus. A very expensive mistake this was.

The RK of the vehicle does not really have a leg to stand on in this case. Is your daughter the RK or someone else? The PCN is PoFA compliant so whether your daughter admits to being the driver (if she is not also the RK) and tries to appeal or the RK (if it is not your daughter) appeals there is not much they will be able to do if the appeal is rejected. There will be the option to appeal to POPLA but they will only be interested in legal reasons the PCN may have been issued incorrectly.

As @Coupon-mad has already pointed out, there really isn't much defence because your daughter decided to leave the car parked on private land, thereby agreeing to the terms. If she had "left the car park" with the car when she couldn't make a payment, then she wouldn't have received a PCN or if she had received one, it could have been defended.

If she or the RK can make an initial appeal and still keep the discount if it is rejected, that may be the cheapest option. If it is rejected and goes to POPLA, they would lose the discount.

The blue template appeal won't really help as the PCN is PoFA compliant.

The template appeal is used to show that you tried to narrow the issues and it looks good if it gets to a court hearing that you did try to engage with the PPC.  Just delete the line that asks for this.  Do not make any other adjustments, additions or amendments.

The NEWBIES thread has clear Q&A and a template appeal.  But you are now saying she didn't go in, see there were no machines and left.  She stayed over an hour without paying?
I don’t know what you mean. She came back after shopping and couldn’t see anywhere to pay and there wasn’t anyone around anyone to ask. She didn’t intentionally try and park there for free.
Is it perhaps a case that she thought it was pay on exit and was used to these types of car park but this one was pay on entry?  If that is the cae then the signs were clearly not clear!

I had a problem of a different kind with this exact Car Park in September. I parked there thinking it was the NCP as it has been for donkeys years. I'd paid in advance online with NCP to park at a car park they called Grand Central, and then 2 weeks later received a PCN from this company I'd not heard of called Britannia. I realised that I'd made the mistake, so appealed, showing my NCP parking receipt with the time and date to illustrate that I wasn't trying to avoid paying but had just made a genuine mistake, and I offered to pay whatever the cost was to park there. Apparently NCP sold the car park to Britannia in July 2022.

Of course, they have rejected my appeal. Should I just settle the fine, or go for a POPLA? I feel a bit daft and of course, it was my mistake, but I was hoping they might see that I parked there in good faith, and perhaps might've at least reduced the amount payable as a gesture of goodwill.

    Neither.

Come back and just calmly start a new thread if you get a court claim in 2024.

    Ignore £170 debt letters.

We know what we are doing.

The NEWBIES thread explains all stages including the fact you risk no CCJ by defending a claim. No biggie. POPLA is useless IMHO and the Government is replacing it soon, so you are best not using it.

BTW you don't have a 'fine'. It's an invoice.  You have been more than reasonable.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
