Yep I tried to change the numbering, it's numbered correctly on my word file, it just automatically formatted that way when I copy and pasted it into the comment box in the forum. All good.
No idea why they have a parking attendant booth when they dont bother to man it. Another complete nonsense.

Still too long in my opinion and reads like a witness statement; a defence is a series of short, punchy technical/legal arguments around which you later hang all the narrative and giving evidence. It just needs to be: -
the fee was paid after technical difficulties, the defendant has proof of payment, the signs were abysmal and the help offered on signs was pathetic.1 -

I still haven't received an IA, does that mean anything?....also, just to clarify, what is an IA and would it be postal or via email?

IA = Impact Assessment.
You won't be receiving an Impact Assessment from anyone.
An Impact Assessment is due to be published by the Government any day now, but as you have now filed your Defence, because you had a deadline, there is no way anything from that Impact Assessment can be incorporated in it.2 -
More urgently... did you receive an auto-email acknowledgement from the CCBC when you sent your defence? If not, they haven't received it and you need to keep trying until you receive the auto-email acknowledgement. If you're using Gmail, then try using a different email agent to send your defence.2

I sent my defence to CCBCAQ@justice.gov.uk. Should it have gone to ccbc@justice.gov.uk????

Your Defence filing deadline passed at 4pm on Monday 24th July 2023 - yesterday.
At this moment, if the CCBC have not noticed that you have filed a Defence, then the Claimant is free to seek a Default Judgment against you without further discussion.
Assuming you don't yet have that Default Judgment against you, I suggest you would be wise to use whatever means available to get an acknowledgment of having filed a Defence before 8am tomorrow morning.1 -
