Unable To Change Quote Settings

I recently changed my Quote Settings and didn't like the result so I want to change it back. But I can no longer access this setting when I go to edit my profile. I just get an error page that says "Permission Problem. You don't have permission to do that." I also get the same message when I try to access the Ignore List and Who's Online options, but the other options under Edit Your Profile work fine.
Is this a bug? If not, what's going on? Thanks.
