UKPC, DRP and DCBL vultures circling

My son had a windscreen PCN for not getting a (free) P and D ticket at a site controlled by UKPC. He appealed it with UKPC (not sure if it was as the keeper or driver) and lost . He didn't ask for a POLPA hearing, sat on it and didn't tell me so now its gone to DRP and DCBL who are both sending letters now asking for £170. I think they will issue court papers at some point and I want to deal with this beforehand. Have UK PC upped there game and are taking more people to court?

All Ive done so far is an SAR request with UKPC and awaiting reply, to see what they have. I have photos of the site signs also. Ive complained to the site manager but no joy there. Unfortunately I dont have the original windscreen PCN ticket .

I have lost a parking case to DCBL in the small claims , they got the £100 original charge but not their fake added costs so only a partial victory for them.  As my son didnt get a ticket he's not in a very strong position going to court. Is it worth offering UKPC a reduced amount at this late stage , especially as they would probably wouldn't get any more than that. They will most likely reject that but it shows the judge they are being unreasonable, though it is an admission of liability .  If it goes to court he's going to lose a days pay and pay the costs if he loses so its about minimizing the costs. Though I hate paying these scammers it may be a case of what's easiest in terms of time and money. 

What is the best thing to do for now apart from not paying anything?

    But it won't go anywhere near a court.  If court claim arrives, just copy the defence by @Johny86(edit paras 2, 3 and 4, don't use his) as seen in all other current DCBLegal threads, then continue to follow the court procedure to arrive at an eventual discontinuation.     They won't accept a penny less than they are currently demanding.  What your son must not do if a court claim arrives is to ignore this any further.  DCB Legal will file for a judgment in default and your son will land himself a credit trashing CCJ, resulting in financial strangulation for 6 years, which at any age, and especially for a younger person, would be disastrous. 

    Come back (better still your son - you can't defend for him) if a claim arrives.

    DCBL do issue court papers , I got one last year! They are issuing more and do win sometimes ,as a percentage its low but in absolute numbers it will build.  Its just a numbers game to them. 

    Anyway as I've been to court I know the procedure if they do as I have read all the stickies on here. Its just than its a time consuming affair and you don't always win. 

    My son is only 19 so he wont be representing himself if it does go to court . He can be represented by a lay person in a small claims court as long as he's there in person.

    Which DCBL?  DCB Limited or DCB Legal?

    DCB Legal do, DCB Limited don't (can't).

    That's good. But, unlikely to happen. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    You've answered that one yourself!
    Pity he didn't go to POPLA, I can see a glaring (well actually a tiny print) reason why he could have killed it dead there.
    UKPC haven't exactly upped their game they have just altered their scary bully boy tactics.

    Ignore the debt letters.

    Try PLAN A first (see NEWBIES FAQS sticky thread)

    If your son moves house, he must TELL THEM.  Never ever leave a PPC or their agents with a choice of addresses for the court claim.

    When DCBLegal issue a claim, come back here.

    That is not taking a chance.  They will discontinue as long as he defends and follows all our advice.  No hearing, no court.

    Scam over!

    Is he sure the PCN number on the DRP letters is the same PCN ref on the DCB letters? It is almost unheard of to get both, re one PCN. Check the refs.

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Yes its the same parking ticket on both letters, is this significant? I can post redacted copies if it helps. 

    Also just had a letter of claim from DCB Legal , I take it there's no action to take yet?

    Your son needs to be reading the first few paragraphs of the second post of the NEWBIES thread where he will find good guidance on how to react upon receipt of a Letter of Claim.

    Update - we have now received threatening letters from THREE different companies , CST law , Debt recovery plus and DCB Limited for the same parking event all asking for £170. As well as a letter of claim from DCB legal.This is surely harassment and is causing my son severe stress.  I will be writing to my MP and the local papers as I believe this to be a totally unacceptable situation and anyone of a weaker disposition could be driven to self harm as a result from this relentless onslaught.
