Do they charge if there's no wifi available and you can't use your phone to check in? I'd hope not. Though presumably if there's no wifi it's because there's no internet so even the airlines are going to struggle doing anything.
As for assumptions....I try not to make them. I try to read as much of the T&Cs as I can manage and if there's a question still I try to contact the airline to check. I remember a few years back trying to figure out what the difference was between 2 different prices for the same flight (not Ryanair, major international) having trolled through everything I rang the airline and asked. Apparently the cheaper price was for those that booked it. The higher price was for people who thought they needed a premium service. But there was no difference in what was provided for both those prices. Same seats, same baggage, same meal, all the same. You have to use the app, or have a hard copy. As it clearly states on their website, in the T&Cs etc etc0 -

A screenshot of the boarding pass from the app is completely acceptable.
A screenshotted PDF is not. There is a difference in these documents and applicable codes.💙💛 💔0 -
