Council PCN. No proof of overstay

Hi folks. Got a PCN by Local Authority/Council for overstaying 3 hr free parking. Nearer 2 hr stay by my reckoning.
PCN states car observed from 9.20am to12.31 pm.
How do I appeal that. I presume they need an infallible process eg date stamped photos?
Rather than eg "parking attendant says"?

You need to head over to Pepipoo's Council tickets forum, where they have expertise in such tickets. Here we concentrate on private parking issues. Check the FAQs there first as to the information you need to provide. And what's wrong with contemporaneous notes from the CEO for "proof"? They will have a process. It'll be for you to persuade otherwise, rather than just saying "I reckon I wasn't".3

Without some spectacular evidence to the contrary you will be on a hiding to nothing trying to claim that your stay was under three hours when the PCN states the vehicle was observed from 09:20 to 12:31 which is one minute over three hours plus ten minute grace period.1

If you have a smart phone and something like google maps, then you may be able to go to your location history and see whats there.
