I assume it is similar to the Alternative Fuel Payment. People heating with electricty, but living in an area where there is not gas and the census showed overwhelming heating to be alternative, would egt it in the automatic process, but the manual process would not allow to apply if you used electricty.
Same with the EBSS, they just paid it for each domestic electrcity account with a suppleir, it would have been to expensive and time consuming to check if it is the main home or not. That does not mean that a manual application can be done if you have received it already, just that those who received it more than once got lucky.0 -
