    Unfortunately you can only keep your number if you obtain a pac prior to cancelling your existing service, which the op appears to have done (After signing up to lebara and then being bluffed by vodafone) if I understand correctly.

    "The whole situation can be mitigated by not speaking to a human and simply texting PAC to 65075 to receive your code by text. There is no reason for Vodafone to know why you are leaving their network or indeed where you are moving to."

    Exactly, the only reason to speak to someone is to haggle if you would rather stay than leave. Although it is probably advisable to have the pac in your pocket first.
