WISE Parking - Queen Elizabeth Car Park 2 - PCN Appeal failed

I need some advise with respect to independent appeal service for parking charge appeal that was rejected.

Here's the scenario...

I had arrived at the A&E around 16:40  in the evening to see a doctor and left the premise around 23:15 hours. The parking cost for up to 8 hours is £6.20 ,I had paid a total of £8.10  in stages, initially paid for 4 hours and then extended them a couple of times for a total of 6 hours however I was in the premise for 6 hour and 35 minutes. They have rejected my appeal on the grounds that parking was paid for the entire duration. My argument is that I have paid more than what they charge for a duration of 8 hours.

I appealed against the decision highlighting that in total I have paid more than required for my duration of 6 hours and 35 minutes highlighting that mobile reception was bad in the premise and I was being seen by the doctor at the time when the parking was expiring.  Also advised that I have paid more than what one would pay for a duration of 8 hours if you pay at a stretch.

See the below response on my appeal. Please advise I have get this reversed in the independent appeal service , and do I have any grounds for a success


Thank you for your appeal received on 18/04/2023 regarding the above detailed Parking Charge Notice. We have

reviewed the case and considered the comments that you have made. This appeal has been considered in

conjunction with the evidence gathered by our Automatic Number Plate Recognition cameras, any payment

machines onsite as well as any payment services being used onsite. Our records show that the parking charge

was correctly issued as your vehicle was parked in breach of the Terms and Conditions of Parking.

All signage on site states a valid ticket must be purchased covering the duration of your stay. We have been able

to allocate a payment made for this vehicle registration and can see from the evidence provided that 3 payments

were made on the 30/03, from 22:17-23:17, 20:57-21:57 & 16:48-20:48, however, the tariff that was paid didn't

cover the full duration of the vehicles stay. You parked for 6 hours 35 minutes, but paid for 6 hours.

It is important for us to ensure that Parking Charge notices are only issued when they should be. As part of our

quality checks we look to see if there are payments which have been made that can be allocated to vehicles where

the registration may entered incorrectly.

    Not sure where this hospital is but there are three other threads/discussions on  the forum that you can find by searching and they may give you some ideas about how to go about it - my suggestion is to get hold of PALS at the hospital and demand (nicely) they they have it cancelled, referring them to the NHS parking principles (ask Auntie Google)

    Certainly no caving in by paying. 

    Read those other threads. Wise are a new PPC and in our experience display no empathy at all.  IMHO they shouldn't run hospital parking and are no better from what we see, than any other rogue PPC.

    Read those other threads. Wise are a new PPC and in our experience display no empathy at all.  IMHO they shouldn't run hospital parking and are no better from what we see, than any other rogue PPC.
    All cut from the same cloth. Their only aim is making money from the uninformed and those frightened by their threats. It's despicable...they all are despicable parasites IMHO.

    I have sent the complaint email to PALS and they have come back saying they have forwarded the email to WISE parking and will let me know the outcome, meanwhile asking me to appeal the PCN, In fact I had already mentioned in my original email that appeal was rejected , so find it amusing as to if they even read my email properly :-(

    You need to remind PALS and the higher management at the Queen Elizabeth Hospital in Woolwich about their responsibilities.
