    You can if you like, but it won't get you anywhere, as neither body will be interested (like the police) and doing so wouldn't help get your money back, which is surely more important here?

    Hypothetically it might make things a bit trickier for him, but only if you can find any body that's remotely interested in taking action, and even then, an abusive convicted fraudster is highly likely to ignore or work around any attempts to rein him in.  However, my main point was really that it would seem more obvious to focus on resolving your own situation rather than embarking on some altruistic crusade....

    Cash payment, no receipt, no address: I'm afraid this isn't going anywhere. 
    I suppose you could post some 'relevant' comments on FB Marketplace if it makes you feel better.
    Used washing machines are generally not a good idea, no one gets rid of them unless they're already broken or on the point of failure.
    You could dob him in to HMRC, but you don't his address, or even if he is using his real name.
    No free lunch, and no free laptop ;)
