Not tax and no MOT
I've reported a car several times down that sits round the corner in the other road. It has a flat and a smashed headlight yet the owner still continues to drive it around. It has no tax or MOT yet still on the road.
I've reported it for having no tax but only seen it get a massive ticket stuck on it twice. The owner just comes out, removes it and carries on driving it. Keep reporting it as abandoned, they either turn up once she's moved it so close the ticket or just say its not dumped and has just be "left" in the location. They appear to ignore it has no tax or MOT. Only once have they acknowledged the issue and stamped a sticker on it, which has again been removed.
The owner is living at an address that isn't her registered address so I'm assuming they aren't knocking and speaking to her regarding the car because they have the incorrect address for the car.
Is it worth reporting it to the DVLA or will they also not bother to do anything? Seems to be no easy option to e-mail the DVLA. I've been told that they can only tow it if they catch her driving it as its highly likely she has also has no insurance.

Seems to be no way to report to DVLA without going via their website which is all related to yourself and not another vehicle.0

When a car is reported abandoned( which this car isn't as it is being used) a notice is pout on the car. If the notice is removed when they check back the case is closed. Which seems to be what is happening.
if you keep reporting it abandoned you are wasting everybody's time.
Reporting a car with no tax is done here
