For clarity, I did not know and the forum regulators have now told me you can't put people's names on this site even though they are acting in their capacity as public servants - in roles paid by tax payers. I would have thought that if a civil servant did not want to be named, they would not have provided their name on a letter and used a generic email.
The public have an expectation that civil servants are following policy - public policy.
However, as I understand the value of this forum, I do not wish to fall foul of their rules and my posting above was an oversight for which I apologise.4
