I will say that a PPC can issue a PCN whenever they like, but whether they are able to enforce their 'claim' is a different matter.
You mention '6 years'. That's just one limiting factor. But even that may not stop them issuing after six years in the hope that the recipient knows nothing about The Limitation Act.

 in 6 years time, if I have moved they can still send a PCN to the address that the V5 was correct for the vehicle at the time of the event ( assuming I have now disposed of said vehicle ) and they can get a CCJ against me ( unless I have a permanent re-direction on my mail? ).

Yes - you've got it.

I could send a letter to your old address (assuming I know your old address) claiming you owe me £500.
After receiving no answer, I then rub my hands with glee and issue a County Court Claim to your old address. Doesn't matter when I do this. After six years is ok because I know you will not be challenging it.
A Default Judgment will follow and I will do a credit reference search costing pennies and try and enforce the Judgment I have against you.

As you have not actually received a PCN, you really should enquire with the officials at the church, and management of the  pub about this, in conjunction with all on site signage, it's all full of what ifs and suppositions at the moment.

A plan or photographs of the site would be helpful for those interested but at the moment you talk about a pub with a terminal, a phone app, a church with a two hour exemption or maybe a whitelist who knows.

What I do know is that believing a man in the pub (or church) with no hard facts has got a lot of people into a lot of trouble.

If it were me I would not assume a 2 hour free period without evidence and in the meantime stop assuming it's free, any anpr NTK should arrive within the prescribed timeline.

Any charges from the PPC should then be attacked as and when with advice on here, but as it stands you seem to be OK.

Thanks FisherJim, I've read the signs and there is no mention of the church - all it says is that you either pay or key your reg in a terminal ( the pub has one the church doesn't ). The guy who said there is an exemption was the church warden ( but then he doesn't have a car! ).

If and when something arrives I'm quite happy I know what to do as I follow this forum.

Ok, so following on from this I have done the SAR with DVLA.

They have come back with two requests one in July 2017 and one in November 2019 - both from the same company but I've not has any documents in that time.

In 2017 & 2019 I was at a different address than I am now, but the V5 would have been updated....
