    You mention '6 years'. That's just one limiting factor. But even that may not stop them issuing after six years in the hope that the recipient knows nothing about The Limitation Act.
    Thanks Keith - so If even I have my V5 logbook up-to-date:

     in 6 years time, if I have moved they can still send a PCN to the address that the V5 was correct for the vehicle at the time of the event ( assuming I have now disposed of said vehicle ) and they can get a CCJ against me ( unless I have a permanent re-direction on my mail? ).
    Yes - you've got it.

    I could send a letter to your old address (assuming I know your old address) claiming you owe me £500.
    After receiving no answer, I then rub my hands with glee and issue a County Court Claim to your old address. Doesn't matter when I do this. After six years is ok because I know you will not be challenging it.
    A Default Judgment will follow and I will do a credit reference search costing pennies and try and enforce the Judgment I have against you.

    Crazy isn't it?

    Thanks FisherJim, I've read the signs and there is no mention of the church - all it says is that you either pay or key your reg in a terminal ( the pub has one the church doesn't ). The guy who said there is an exemption was the church warden ( but then he doesn't have a car! ).

    If and when something arrives I'm quite happy I know what to do as I follow this forum.

    I know a church warden, lovely lady but gets parking tickets regularly :D

    Ok, so following on from this I have done the SAR with DVLA.

    They have come back with two requests one in July 2017 and one in November 2019 - both from the same company but I've not has any documents in that time.

    In 2017 & 2019 I was at a different address than I am now, but the V5 would have been updated....
