Cancelled BA Flight

We had flights booked for 26 December 2021, but they were cancelled due to covid restrictions. BA gave me vouchers as said I did not qualify for a refund, I know this as I have asked for a subject access request. I have been unable to use the vouchers, which run out at the end of September 2023 and have also since found out that I should have been offered a refund. I am continually contacting BA stating this fact but they say they are unable to affect me my cash refund as it’s not their policy. I have quoted UK 261 and am still getting nowhere. What’s my next step?

did you cancel your booking as you were unable to travel due to covid restrictions or was the flight cancelled completely (did not operate)

There was some confusion with BA back in 2020 when the website only gave vouchers for cancelled flights (if you wanted refund you needed to phone but they did not make that clear) There was an article on here re that but covers up to travel in November 2020 (I assume this is when refund option was fixed on the BA website)
