I'm at the end of my tether with this whole situation. Exeter City Council are denying that they are in a position to cancel the ticket...
I have relayed all the info I've received here about not having to legally display my blue badge if parked on "private" land. They are not interested. I have said that I believe the ticket was wrongly issued because of this reason but to no avail..
I want to thank you for all you've done but this is making me so stressed and anxious that I am actually considering paying it to make it go away 😟😥

Maybe I am wrong but, you have to ask the question how are Exeter City Council getting away with using a private parking company on their land this smacks of High Wycombe to me who got into deep dodo and it cost them thousands.Surely this is not relevant land?I think you can report them to the secretary of state office or something of that ilk!1

I hope you wrote that in a moment of weakness and have now recovered. No one here will tell you to pay the scamming parking company. Right now you are on Plan A, which is frustrating you. No big deal. Plan B was your initial appeal to the PPC. If you've read anything on this forum, you will know by now that over 99% of claims that are advised on here are won or discontinued before they ever get to court.
For now, did you write to whoever it was that you contacted at the council? If you are absolutely 100% sure that the council own the land that the PPC is operating on, you should have reminded them that the disability that gave you the right to have a blue badge means that the council are equally liable for the actions of its agents and that you will be utilising, as part of your defence, should it get to court, the Equalities Act 2010 and that they should seek legal advice as you would be calling on them as a witness. By informing them that you will be relying on the EA2010 as well as other points in any defence, they are on notice that they are now indirectly discriminating against you. Should this PPC continue to harass you and the council do not order their agent to cancel the PCN, both of them will be guilty of direct discrimination.
