Can I combine social tariff's from 2 providers ?

Hi
I'm at looking at sorting a disabled family member's broadband, TV & home phone
out.
There with Virgin Media at the moment and I've just figured out I can transfer them to a social tariff getting broadband & stream for £20 a month with a rolling 30-day contract.
However, there is no inclusion of a phone line in any of the available social packages.
After some checking I discovered that BT would provide a phone line for £10 a month in a similar capacity.
I don't think there would be any issue with my relation accessing these discounts, but I'm unsure whether they could get both at the same time.
Virgin Media don't offer a discounted phone, BT don't offer a TV package, both together could be a possibility.
I've read all I can find and can't see anything that says it's not allowed.
Anybody got any insight into this ?

In theory it should be possible if eligible as they use separate networks.
BT do provide tv though so you may want to look at those packages too0
