Vodaphone increase more than 10%

I have received notification that my vodaphone broadband will increase by 13% + 10% CPI and 3.9% for there continued investment. I’m still in contract am I able to leave as they have increased more than the expected CPI?

Unless the notification states you can leave penalty free then it is highly unlikely you can.  Pretty much all (but not all of them) vaguely recent broadband contracts have written into them that prices will rise in March/April by CPI + some percentage so you have signed up to the price rise and can't leave penalty free due to that.
